The Riviera Beach Police Foundation is a registered 501(c)(3) nonprofit organization committed to supporting the Riviera Beach Police Department in its mission to protect and serve our community. Through collaborative programs, educational initiatives, and community outreach, we work to bridge the gap between law enforcement and residents, fostering a safer, more connected Riviera Beach. Our foundation raises funds to support officer training, youth mentorship programs, safety equipment, and community events, all aimed at building trust, enhancing public safety, and empowering positive change. Together, with your support, we strive to make Riviera Beach a place where everyone can thrive.

Meet the Board

  • Ms. Billie Brooks

    PRESIDENT

    Billie has devoted her life to community service through leadership, entrepreneurship, and public administration. She has served as Chair of the Riviera Beach Police Pension Fund and Chair of the Children’s Services Council of Palm Beach County. Additionally, she held chairmanship roles with the Riviera Beach City Council and CRA.

    Billie excelled as Division Director of Palm Beach County’s Child Care Program and Supervisor for Florida’s Health and Rehabilitative Services. She was CEO of Getaway Travel in North Palm Beach.

    Billie earned her Bachelor’s from Tuskegee Institute and her Master’s from Barry University. As former First Lady of Riviera Beach, she remains a passionate advocate.

  • Linda Stoch

    VICE PRESIDENT

    Linda Stoch has been a proud Palm Beach County resident since 1981 and is a retired small business owner of Innovative Interiors by Linda. She co-founded the Palm Beach County Chapter of the Carson Scholars Fund, establishing 53 Dr. Ben Carson Reading Rooms to foster literacy in schools. She also served on the Board of HECA, supporting the Haitian community through education and development.

    Honored with the "Volunteer of the Year" and "Reading Advocate" awards, Linda was appointed by Governor Ron DeSantis to the Governor’s Mansion Commission and as a Trustee for Florida Atlantic University.

    An American by choice for 46 years, Linda remains dedicated to her community.

  • Jay Goldfarb

    TREASURER

    Jay Goldfarb is a retired small business owner with over 20 years of entrepreneurial experience. For 23 years, he owned Budget Printing Center, specializing in nonprofit and political printing. Before moving to Florida in 1989, he built a career in the garment industry, managing a private label manufacturing company and five Benetton stores.

    Beyond business, Jay has spent over 40 years in sports car racing and 25 years in politics. He is Chairman of a Federal PAC, board member of Clinics Can Help, and Treasurer of the Riviera Beach Police Foundation, reflecting his dedication to service and advocacy.

  • Eric Hruska

    SERCRETARY

    Eric Hruska is the General Manager of Safe Harbor Rybovich in Riviera Beach FL. He is responsible for the day to day operations of the facility. 

    Eric is a seasoned leader with over thirty years of maritime experience.  He received his B.S. from Touro University in CA and served with the U.S. Navy for 23 years. 

    After leaving the Navy he accepted a position with Rybovich in West Palm Beach where he had oversight of the facility maintenance, marina, floating dry dock, security, and safety and environmental departments. 

  • Mr. Michael Meekins

    Michael Meekins was named Port Executive Director in March 2023, following his success as Director of Business Development. Joining the Port of Palm Beach in April 2020 during the COVID-19 pandemic, he spearheaded key projects, including the Margaritaville at Sea rebranding and a cement storage facility. In 2021, he began managing the Port’s operations.

    Previously, at Port Canaveral, Meekins coordinated 644 cruise ships annually, generating $80 million in direct revenue. With a background in aviation, project management, and a decade of U.S. Navy service, including Operation Desert Shield/Storm, Meekins brings versatile leadership and expertise to his role.

  • Ms. Marie Davis

    Marie Davis brings decades of leadership to her role. She has served as Legislative Assistant to Councilman Tradrick McCoy in Riviera Beach, Executive Director of Peggy Adams Animal Rescue League, and is a small business owner. Her legal career spans nearly two decades with the Law Office of Frederick H. Hope.

    Her civic work includes serving on the Riviera Beach Police Foundation Board and the Salvation Army Advisory Board. She led efforts to create reading rooms in five schools, fostering literacy.

    Marie holds an Associate in Law Enforcement. As Zell Davis, Jr.’s widow, she remains dedicated to service.

  • Mr. Rashean Graham

    Rashean Graham, an entrepreneur and former cancer biologist, is deeply invested in the growth and safety of his hometown, Riviera Beach. As a native, he recognizes the importance of a well-equipped Police Department in fostering a secure community and advocates for proper support to ensure a safer Riviera Beach.

    Rashean founded Zetmore, a marketing agency specializing in content marketing, lead generation, and workflow automation. Combining expertise in science education and digital marketing, he delivers tailored solutions for clients, including wellness coaches and local businesses. Using tools like Zapier and Make.com, he streamlines operations and drives measurable growth.

Police Department Leadership

Chief Coleman embodies the ethos of a servant leader, dedicating his life to inspiring others with the belief that the more you give, the more you receive. He holds a bachelor’s degree from Barry University, a Master’s in Leadership from Kaplan University, and advanced training from institutions like Boston University, Nova University, and the University of Louisville, specializing in senior management and executive-level training.

His service journey began in 1986 when he enlisted in the U.S. Army, rising through the ranks and earning a medal for valor during the Gulf War. Transitioning to law enforcement, Chief Coleman received multiple accolades, including a Presidential Award for community policing. As a leader in the Delray Beach police department, he spearheaded initiatives in housing, education, and recidivism reduction, helping the city earn an All-America City Award for its reading programs.

Currently serving as Chief of Police in Riviera Beach, Coleman emphasizes 21st-century policing principles, focusing on staff development and community engagement. Beyond his professional career, his humanitarian work as a Rotarian supports Bahamian citizens, faith-based organizations, and orphanages through donations of school supplies, laptops, and hygiene products. Chief Coleman remains dedicated to service, fostering lasting impact in his community and beyond.

With 35 years of law enforcement experience and strong ties to Riviera Beach, Deputy Chief Coppin brings unmatched expertise and dedication to the community. His connection to the area runs deep, with his brother serving as Assistant Chief of Police for the Riviera Beach Police Department for over 30 years, reflecting a family legacy of public service.

Throughout his career, Coppin has excelled in complex investigations across Palm Beach County. He has held diverse roles, including Coordinator at the Crime Gun Intelligence Center for the Palm Beach County Sheriff’s Office, Detective at the Juno Beach Police Department, and Officer at various other local departments. As Captain with the West Palm Beach Police Department, he championed Intelligence Led Policing, emphasizing supervisor accountability and crime reduction initiatives. His efforts included implementing Crime View Web for real-time crime data, overseeing the City Traffic Safety Red Light Camera Program, and introducing License Plate Recognition technology, significantly increasing the recovery of stolen tags and vehicles.

Coppin’s professional accomplishments include certification as an expert witness in organized street gangs and crack cocaine investigations by the U.S. Attorney’s Office Southern District of Florida. His integrity, leadership, and commitment make him a vital asset to the Riviera Beach Police Department, dedicated to enhancing community safety.

Assistant Chief Michael Madden has been a part of the Palm Beach County community since 1984, graduating from Wellington Community High School in 1990. With over 24 years of law enforcement experience, he has served the Riviera Beach Police Department since 2003, becoming an integral figure in the department's leadership.

His law enforcement career began in 1993, progressing from Police Officer to Sergeant and Lieutenant. Dedicated to professional growth, Assistant Chief Madden earned an Associate's Degree from Palm Beach Community College and a Bachelor's Degree in Criminal Justice from Florida Gulf Coast University. He also graduated from the prestigious 35th Command Officers Development Course at the University of Louisville, underscoring his commitment to leadership development.

In 2007, Madden was appointed Commander, and he served as Acting Assistant Chief from October 2011 to September 2013, demonstrating his capability to lead during critical transitions. On September 1, 2013, he was officially promoted to Assistant Chief, solidifying his role in the department's senior leadership.

With deep roots in the community, extensive experience, and a steadfast commitment to education and leadership, Assistant Chief Michael Madden remains dedicated to enhancing the safety and well-being of Riviera Beach and its residents, embodying excellence in public service.

Major Josh Lewis has been a distinguished member of the Riviera Beach Police Department since May 27, 1997, dedicating over two decades to serving the community. His extensive experience spans numerous assignments, including the Palm Beach County Gang Task Force, U.S. Customs Blue Lightning Task Force, and ATF Task Force. These roles have equipped Major Lewis with deep expertise in local and federal law enforcement.

Throughout his career, Major Lewis has served in key roles within the Patrol Division, Community Oriented Policing Unit, Tactical Unit, Vice Unit, and Detective Division. His performance has earned him numerous accolades, including the Department’s Officer of the Year, Florida Narcotics Agent of the Year, and recognition from the Palm Beach County Sheriff’s Office and the U.S. Attorney’s Office.

Major Lewis is committed to professional growth, holding a Bachelor’s Degree from Palm Beach State College and a Master’s Degree from Saint Leo University. He is also a graduate of prestigious leadership programs, including the FDLE’s 6th Executive Leadership Academy, the 64th Southern Police Institute Command Officers Development Course, and the FBI National Academy.

With his exemplary leadership, dedication, and extensive expertise, Major Josh Lewis continues to serve as a cornerstone of the Riviera Beach Police Department.

Major Steven Thomas has deep roots in Riviera Beach, where he was raised and resided for over 20 years. A graduate of Suncoast High School, Major Thomas’s connection to the city is foundational. His law enforcement journey began on September 3, 2002, marking the start of a career dedicated to serving his hometown.

Starting as a road patrol officer in 2003, Major Thomas quickly demonstrated versatility, serving as a Field Training Officer, Tactical Unit Officer, Police Defensive Driving Instructor, and Firearms Instructor. In 2006, he joined the Special Response Team (SRT) as an operator and Sniper, where he now serves as Team Commander.

Promoted to Sergeant in 2007, Major Thomas led road patrol and later the Training Unit, becoming the department’s primary Firearms Instructor. In 2014, he advanced to Captain, overseeing training, evidence, records, communications, and technology.

In 2017, Major Thomas earned the rank of Major of Police, reflecting his exceptional leadership. He has received numerous accolades, including Officer of the Year (2005) and the Florida Retail Federation's Officer of the Year (2011).

Major Thomas’s journey from road patrol officer to Major exemplifies dedication, skill, and an unwavering commitment to protecting and serving Riviera Beach, his beloved community.

Major Travis Walker began his career with the Riviera Beach Police Department on September 3, 2002, dedicating over two decades to serving the community. Starting as a Road Patrol Officer, his commitment and skills quickly earned recognition. He transitioned to the Vice Unit, addressing complex issues like organized crime, and contributed to Federal, State, and County Task Forces, including the DEA Mobile Task Force and the Multi-Agency Gang Task Force.

In 2006, Major Walker joined the Special Response Team (SRT), serving as Operator, Team Leader, and now Assistant Commander. He is also a key member of the Firearm Instructional Team, ensuring officers are equipped with essential skills. Promoted to Sergeant in 2006, he led the Patrol Division and Criminal Investigations Section. By 2014, he was promoted to Captain, overseeing the Special Operations Division, which includes the VICE Unit, Traffic Unit, and Criminal Investigations Section.

In 2016, Major Walker became Police Major, leading the Strategic Investigations Division. His academic achievements include a Bachelor’s in Criminal Justice and a Master’s in Public Administration from Florida A&M University. A graduate of the prestigious 75th Southern Police Institute’s Command Officers Development Course, Major Walker’s dedication to excellence and community safety remains unparalleled.

Captain Scott Privitera brings over 30 years of service and expertise to his role as Internal Affairs Captain at the Riviera Beach Police Department. A Palm Beach County resident since 1976, he graduated from Boca Raton High School and earned a Bachelor’s degree in Public Relations with a minor in Marketing from Eastern Kentucky University in 1988.

Captain Privitera began his law enforcement career in 1994 with the Delray Beach Police Department, retiring in 2022 as a Lieutenant after 28 years. During his tenure, he served in every division, developing skills in operational planning, investigations, and training. He also spent 16 years on the SWAT team, including six as team commander. His professional development includes completing advanced training at the Senior Management Institute for Police (Boston University), the Command Officer Development Course (University of Louisville), and the FBI Law Enforcement Executive Development program.

Active in the community, Captain Privitera coached youth baseball and Atlantic High School football, contributing to the revitalization of the West Atlantic Avenue Corridor. As a Pension Trustee for the Delray Beach retirement system, he supports officer welfare. With a commitment to excellence and integrity, Captain Privitera exemplifies professionalism in law enforcement and community engagement.

Major Nathan Gordon, a native of Riviera Beach, exemplifies dedication to community and service. A graduate of Palm Beach Gardens High School, he began his law enforcement career with the Riviera Beach Police Department on September 3, 2002. His journey has been defined by leadership, innovation, and commitment to his hometown.

Starting in Road Patrol, Major Gordon quickly advanced through roles in the Vice Unit, Burglary Taskforce, and Organized Crime Drug Enforcement Taskforce (OCDETF). Promoted to Sergeant in 2013, he led the Holiday Taskforce and the Special Operations Division, overseeing Criminal Investigations. In 2016, he was promoted to Captain of the Special Operations Division, managing essential units critical to public safety.

Major Gordon's forward-thinking approach led to the creation of Riviera Beach's first Hostage Negotiations Team in 2022. In 2023, he became Major of the Community Services Division, where he oversees the Community Oriented Policing and Beach Units, furthering the department’s commitment to public engagement and safety.

His educational achievements include a Bachelor's Degree in Criminal Justice Administration and completion of the Southern Police Institute Administration Officer's Course and Command Officer's Development Course. Major Gordon’s leadership and innovation continue to safeguard Riviera Beach while fostering trust and partnership within the community.
